That one length margin that horse A won by may seem like a lot, but a length really isn’t that much in horse racing and the secretary has just evened the field considerably. Your job as a handicapper is to see and understand that change in weights and then compare it to the odds to see if horse B or horse A is going off at a price that reflects that difference. That is where you will find value. The changes from race to race are reflected in the win odds, especially in a field of claimers who may face each other often.

Understanding what the racing secretary was trying to do and whether he or she accomplished that task and then comparing your opinion to the crowd’s opinion, via the amounts wagered on each runner is how you will make money betting on horses.
